HYDERABAD: Telangana has proposed four large industrial parks around the Hyderabad region, targeting information technology, semiconductors, hardware and engineering machinery as the state seeks a share of funding under the Centre's Rs 33,660-crore BHAVYA industrial development programme.

The Telangana State Industrial Infrastructure Corporation, or TGIIC, has proposed an IT park at Madaram in Ghatkesar, a semiconductor park at Thimmapur in Kandukur mandal, a hardware park at Eliminedu in Ibrahimpatnam and an engineering machinery park at Dandu Malkapur in the Choutuppal area, according to reports citing state officials.

Each proposed park would cover more than 500 acres, potentially creating four new employment and investment clusters outside Hyderabad's traditional western technology corridor.

The projects, however, have not yet received final approval from the Union government. Telangana is competing under the Bharat Audyogik Vikas Yojana, or BHAVYA, a national programme in which states submit industrial-park proposals for evaluation.

IT growth could expand east of Hyderabad

The Madaram proposal is particularly significant for Hyderabad's technology geography.

Much of Hyderabad's major IT development has historically been concentrated in the city's western corridor. The proposed Madaram park would instead strengthen an eastern technology cluster around Ghatkesar, where IT campuses already operate in nearby Pocharam.

Madaram's proximity to Hyderabad's Outer Ring Road could also provide connectivity to other parts of the metropolitan region.

State officials cited in reports said Telangana wants to decentralize IT development across the Greater Hyderabad region rather than continue concentrating new projects in established technology corridors.

The final character of the Madaram project, however, may depend on the Centre's evaluation. BHAVYA is principally designed to increase India's manufacturing capacity, meaning Telangana could have to modify the proposed sector mix if the project is selected with different conditions.

Semiconductor park proposed at Thimmapur

Telangana has separately proposed a semiconductor-focused industrial park at Thimmapur in Kandukur mandal.

Thimmapur is also near the Outer Ring Road, while the proposed hardware park at Eliminedu would be associated with the broader Bharat Future City development in the southeastern Hyderabad region.

The fourth proposal, an engineering machinery park at Dandu Malkapur in the Choutuppal area, would take advantage of connectivity along the Hyderabad-Vijayawada highway corridor.

Taken together, the proposals point to an attempt to develop industrial and technology clusters on Hyderabad's eastern and southeastern periphery rather than relying primarily on the city's established western growth belt.

What is the BHAVYA scheme?

The Union Cabinet approved BHAVYA in March 2026 with an outlay of ₹33,660 crore over six years, from fiscal 2026-27 through 2031-32.

The programme aims to develop 100 investment-ready, plug-and-play industrial parks across India, providing infrastructure that can allow companies to begin operations more quickly.

The Department for Promotion of Industry and Internal Trade says the objective is to create world-class industrial infrastructure that makes it easier for investors to establish manufacturing operations.

The National Industrial Corridor Development Corporation is responsible for implementation and monitoring through the BHAVYA digital platform.

Unlike a programme that automatically allocates parks to individual states, BHAVYA uses a competitive process. States submit proposals detailing available land, industrial strengths, investor interest and the economic potential of individual sites.

The Centre has said state governments will provide land, while the Union government will support infrastructure development. Depending on location and need, BHAVYA parks can range from relatively small developments to projects of as much as 1,000 acres.

The programme also allows dedicated areas for startups, deep technology, research and development and innovation-driven companies.

Telangana positions itself for central funding

Telangana's four proposals would each exceed 500 acres, according to reports citing officials, with land identified for all four projects.

TGIIC has also initiated valuation-related work connected with proposed industrial parks under BHAVYA as the state prepares the documentation required for the programme.

But selection is not automatic.

The Centre evaluates proposals submitted by states, meaning Telangana's four proposed parks — as well as their proposed sector specializations — could change during appraisal.

That distinction is particularly important for the proposed Madaram IT park. The Centre describes BHAVYA primarily as a programme for creating manufacturing capacity, although the scheme also provides for deep-tech, research, innovation and other supporting activities.

Potential connection for Telugu professionals in the US

For Telugu professionals and entrepreneurs in the United States, the proposals could become relevant if they result in new semiconductor, electronics, engineering and technology investment opportunities in Telangana.

The semiconductor proposal is especially notable because India is seeking to expand domestic electronics and chip manufacturing, while Hyderabad already has a substantial technology and engineering talent base.

BHAVYA's design also leaves room for international participation. At the programme's June launch, Union Commerce and Industry Minister Piyush Goyal said the government was open to exploring dedicated international enclaves in partnership with countries including Japan, Singapore, South Korea and Switzerland.

However, no specific US investment, American company participation or Telugu-American investment commitment has been announced for the four Telangana proposals.

Their immediate significance is therefore domestic: Telangana is positioning land around Hyderabad for potential central support that could create new industrial and technology clusters if the projects clear the BHAVYA selection process.
