New five-member command structure spans Hyderabad and Warangal as party focuses on expanding its footprint across Telangana

The BJP plans to restructure Telangana unit with emphasis on Warangal.
The BJP is planning to restructure its state unit in Telangana.

HYDERABAD: The Bharatiya Janata Party has restructured its leadership arrangement in Telangana, creating a five-member command structure and establishing Warangal as an important organisational centre as the party prepares for upcoming electoral contests and seeks to expand in regions where its presence has historically been weaker.

Under the new arrangement, Sunil Bansal will continue as the BJP's Telangana in-charge, while Abhay Patil and Rekha Sharma have been appointed co-in-charges. On the organisational side, Madhukar has been appointed state general secretary (organisation) for Andhra Pradesh and Telangana, while Dashrath has been named state joint general secretary (organisation) for Telangana.

The geographical division of organisational responsibilities is particularly significant. Madhukar will operate from Hyderabad, while Dashrath will have Warangal as his working centre, according to the BJP central leadership's organisational announcement.

The arrangement effectively gives the party two organisational centres in Telangana and places greater emphasis on Warangal and the eastern and southern parts of the state.

AndhraJyothi reported that the BJP's national leadership is focusing particularly on the erstwhile districts of Warangal, Khammam and Nalgonda, where the party sees the need for substantial expansion if it is to increase its Assembly representation across Telangana.

Warangal at heart of expansion strategy

Warangal's selection as Dashrath's working centre appears to be part of a wider organisational strategy rather than simply an administrative arrangement.

According to AndhraJyothi, BJP leaders believe the party previously enjoyed a stronger presence in parts of the erstwhile Warangal district but subsequently lost ground. Khammam and Nalgonda have also been challenging regions for the party in Assembly elections. The newspaper reported, citing party sources, that the national leadership wants the organisation strengthened across these three regions.

The BJP has performed considerably better in Telangana in parliamentary elections than in the most recent state Assembly contest. It won eight of Telangana's 17 Lok Sabha seats in the 2024 general election, twice its tally of four seats in 2019. Telangana BJP president N. Ramchander Rao cited that expansion while discussing the contribution of the party's outgoing organisational leadership.

The new structure suggests the party is now concentrating on converting a broader statewide presence into a stronger grassroots organisation.

Madhukar, Dashrath get key organisational roles

Madhukar's appointment places him in one of the BJP's most important organisational positions in the two Telugu states. The central party notification gives him responsibility as state general secretary (organisation) for both Andhra Pradesh and Telangana, with Hyderabad as his working centre.

Dashrath, meanwhile, will serve as joint general secretary (organisation) for Telangana from Warangal.

Rao welcomed both appointments and said their organisational experience would help strengthen the party at the grassroots. He also thanked Chandrashekhar, who previously handled organisational responsibilities in Telangana and has now been appointed BJP state general secretary (organisation) for Madhya Pradesh.

The appointments accompany changes at the political-supervision level.

Bansal, who has overseen BJP affairs in Telangana since 2022, remains the state's in-charge. Abhay Patil and Rekha Sharma will work alongside him as co-in-charges. The arrangement is expected to continue as the BJP prepares its organisation for forthcoming elections.

Five-member command structure

Taken together, the appointments produce a five-member leadership arrangement: Bansal, Patil and Sharma on the political-supervision side, and Madhukar and Dashrath handling key organisational responsibilities.

The structure also divides organisational attention geographically between Hyderabad and Warangal. The Times of India described the arrangement as a new five-member command structure intended to strengthen the BJP's grassroots network in Telangana.

The party's immediate priorities include preparations for elections to graduates' Legislative Council constituencies and municipal corporations. Rao recently held a meeting with party leaders to discuss grassroots mobilisation, election management and coordination among workers in the constituencies concerned.

The AndhraJyothi report also identifies the forthcoming electoral contests, including the Khairatabad by-election, as early tests for the revamped state organisation.

For the BJP, however, the longer-term significance of the changes lies beyond individual elections. Establishing Warangal as the working centre for a senior organisational functionary gives the party a second focal point outside Hyderabad as it attempts to strengthen its organisation across regions where its electoral performance has been uneven.
